POLICY ANALYSIS :
Deployment in Africa
Is an ethical and political 3rd Millennium possible?

Ethique et Politique

"Brave men act for the love of good, though passion operates in them at the same time; beasts wild, on the contrary, are driven by suffering, for example from a wound received, or by fear"
Aristotle; Nicomachean Ethics

From a millennial perspective, globalization is first and foremost one of terror and violence. The war against Africa was the main modality before being pursued on a global scale (section 1). Is this a heavy and persistent trend that will continue into the third millennium? Questioning globalisation in its manifestations on this horizon requires the construction of scenarios. After having provided some elements of a prospective methodology, we will proceed to identify the major requirements of the 3rd Millennium in terms of economic, political, scientific and ethical, questioning unequal global development, global governance, humanity and the law that accompanies it and the scientific knowledge gap (section 2).
In conclusion, global scenarios will be outlined in order to pave the way for reflection on the prospective vision. for a third millennium that breaks with the rules of the game of globalization, the political and social rules that ensue and the ritual of violence and terror that constitutes the forces of recall.
