It is the result of a complex process
Formulation of priorities by Regional Commissions, Specialized Commissions, with civil society, private sector, youth and other groups
Drafting of the Annan Report "We the Peoples: The Role of the UN in the 21st Century
Discussion of the Report by specialized forums (NGOs, intellectuals, etc.)
Millennium General Assembly

Adoption of the Declaration on Peace, Security and Disarmament Development and Eradication of Poverty: the MDGs Human Rights, Democracy and Good Governance Protecting the Common Environment Protecting Vulnerable Groups Strengthening the UN Africa's Special Needs
The Campaign Plan deliberately adopts implementation as a perspective, the time for feasibility studies and reports would have passed.
It emphasizes the need to generate the political will of States to fulfil the commitments already made and to implement the strategies already developed.
It details each of these commitments and provides in annex the lists of the MDGs.
However, it states that none of the MDGs will be achieved if significant additional resources are devoted to them.
