This communication is structured in 5 parts.
- The first part addresses the needs of RECs to implement large-scale initiatives and programmes
The second part assesses the state of preparation of the RECs for the implementation of the Treaties, initiatives and Community programmes.
The third part proposes a Strategic Framework for the Development of the RECs to meet the challenge of the partnership implementation of NEPAD/PACT.
The fourth part presents the progress made in translating this strategic framework into operational programmes at regional, continental and global levels in relation to the G8 initiative in favour of the RECs.
The last part is a discussion on the perspectives for partnership federalism at other levels and for other functions (community groups, continent, taxation, budget, innovation system).
